Actually there are two.

You are correct about Vermont.

From the NRA information page on State Firearms Laws:

* A permit to carry a concealed handgun is not necessary in Alaska, but permits are available to those who want to carry in states that recognize Alaska permits.

Mouse over any state and click on it to get the firearms laws for that state. (This is one of the links provided in the materials at the Texas CHL class I took last weekend.
