That's right. In fact, Budget Reconciliation bills MUST originate in the House, as they are designed to be purely budgetary instruments. Once it (the Reconciliation Bill) passes they House, it will be taken up in the Senate under the Reconciliation rules.

Even with the "deeming" provision, the House Dems are going to be taking a HUGE leap of faith that the Senate can actually get passed the Reconciliation Bill they'll be sending them. I'm sure that leaves many Representatives with an uneasy feeling, especially the most rabidly leftists Representatives who are the most beholden to BigUnion.

I sometimes wonder if the democrates know well November is not going to be good for them and are quite willing to put this thru even at the cost of not being reelected...and that deals were struck for appointments to gov. positions when they take back the gov. in the following election. Therefore no skin off their nose to take the heat now...they’ll let the Republicans pick up their mess and come back in and just re-assume their agenda.
