Christians keep saying this one is. But in reality, in the West the religious power within or over government has faded -- interestingly along with a rise of the rights of the individual. Individual leaders may act on religious conviction, but the religious power structure has little or no influence.

But they do exist, there are about 50 Muslim-ruled countries in the world, government built on religion. And they don't respect individual rights much.
