Slightly similar; but they could claim that by accepting federal dollars that the school is ‘federally funded’ and that they must implement such “federal building” policies. {That by that argument the acceptance of any federally minted money would make someone a ‘federal employee’ would be irrelevant.}
I’m thinking they could use it to reinforce the “gun free zone” idea; basically subtly indoctrinating students to think that any non-governmental-agent (police-officer) who is armed is armed illegally. [i.e. a “push back” against ‘open carry’ assertions by some citizens.]
