I also read about a Senate plan to propose infinite amendments, one at a time. It was in an article and quoted Tom Coburn. FR won’t accept the source.

Sen. Jim DeMint came up with that plan after doing a lot of research and study of the rules. But it is a way, if the Repubs actually kept offering amendments, to stall *reconciliation* indefinitely. AT least that’s my undrestanding (lord, this is complicated).

Whether it applies to this shell game Ryan is describing, I don’t know.
