I posted somewhere else that this is getting to the point where we are going to need a law or a constitutional amendment that puts constraints on the rules that Congress makes for passing legislation.

Such as a bill must be voted on by both the House and the Senate before it can become law.

Amen. No offense to your profession:), but these labyrinthine rules are obviously the product of over-educated (mostly democrat or all democrat) lawyers.
