Drudge had an article this afternoon that said that the Senate parliamentarian ruled that this method was illegal and could not be done, that the bill must be voted on intact and signed by the President before any changes can be made.
I read that earlier on Drudge today too, Eva. I commented on it above but had no response.
There is a thread about it now. Frankly, it gets confusing to me with all this back and forth!
