Look, what constitutes a "bill" that the President can sign to make it a "law" is very, very clear.

Crystal.

"All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills. Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States;... But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively"

I don't know what they are going to wind up calling this thing, but if it raises revenue despite originating in the Senate, and if it is not passed by the House by determining the yeas and Nays, with the names of the Persons voting for and against the Bill being entered in the journal of the House, then it isn't a Bill and it therefore cannot become a law.

The nit is really about to hit the grit. The Democrats, both in this arena and in their attempt to legislate a change in the House without an Amendment by seating a "Member of Congress" not from a state are trying to overthrow the Constitution.

They must not be allowed to get away with it.
