The gov already covered this. The USA is one of the few governments that tax their ex-pats no matter where they live.
well, people can renounce their citizenship.

And if the expats refuse to pay, and the government of their new home thumbs their noses at the IRS as US influence declines, then what?
And if they just don`t file a return?
That’s right. I lived overseas for years, and always had to file taxes. The only other country (that I know of) that tracks its citizens abroad for taxes, is Libya. The ancient Roman Empire used to do it, too, but technically the citizens were still within the confines of Roman territory.
