For a bill to become law, the exact same text needs to be passed by two houses of Congress.

Therefore, if the House passes an amended version of the Senate bill, the Senate would have to agree to that amendment exactly in order for the bill to become law.

It must be passed by the House ‘as is’ and so Pelosi et all are making promises to recalcitrant dems that what they want will be included AFTER Zero signs it into law but at that point there’s no longer any leverage so very few are believing what they’re selling.
