On the face, I would say no, it should not be, but then you get into intricacies such as non disclosure agreements, etc.
Then again, is the state really violating a "right" by raiding your business after you've been reported violating a (ridiculous) state law? There is plenty of precedent to say that what they are doing is legal, see also BSA raids for software piracy.
