Fatso Moore also forgot in his offer to Ohaha that as Chief of Staff it is required to Bathe, Shave, and get a Haircut more than once a year so he doesn't look like a dirty stinking Wino / Hobo.

When I was a kid there were people like Moore who 'lived' in a little stand of trees by the RR Tracks 1½ blocks from my house. They'd stay for one night then hop a freight train out of Chi at dawn. . So that's my guess why he'd like to live in the WH Basement -- his father was a Wino & Hobo and deep down he wants to be like daddy.
