I don’t think the GOP has the guts to refuse funding of ObamaCare like you say, altho that’s an excellent idea. The MSM & the Dims will harrass them night & day about throwing grandma out on the street to die.
Besides, even if they were brave enough to do that, Zero would find some way, possibly by using Executive Orders or other means, to continue his agenda.

Frankly, I don't have faith the republicans and RINO's could stand up to the "pressure". Look how they dithered and blathered and wasted away their own solid majorities by refusing to really lead. That's what lead to the ouster in 2006 and 2008. IMO.
