Two captains, tasked with operating under extreme conditions (war), had a little fun during practice (peace); nobody & nothing was hurt save the egos of a few bureaucrats. I fail to see the problem here. Anyone care to clue me in?

No problem. Both COs know they have to meet periodic engineering requirements for conducting "high speed runs". Usually, if you can do that within the parameters of a routine transit and, at the same time, raise crew morale then more power to ya!
