Even after Obama is gone, and the GOP takes the Senate, 41 Dem Senators can block most any change. On the other hand, I think a simple majority in the House can strip funding for almost anything. I wish I knew more detail on this.

no but they can vote to defund it and other little things to hold it up and hope for a change in 2012 to dismantle it
