You are correct but I put this forward. The resentment towards this bill is so strong, it is possible that the democrats suicide pact will damage them beyond their expectations. The Republicans could very well end up with those 2/3 majorities.
Finally, even with a simple majority, I believe that congress controls funding. Starvation is thy ally.
