I agree with the majority vote thing: Have Obama publish his plan in paperback and let each Congressional candidate announce how they will vote on it. Then they can vote on it in January 2011.

Getting a Congress elected on deceit and then ramming legislation through that everybody hates is like a little kid changing the rules as soon as they get the ball.
