I don’t know the answer to that question. I don’t disagree with your stance, but I question its relevancy.

Wait a few moments and you’ll have your answer. Which is “a whole lot of money.”
I believe it's relevant because although Harvard is a private school, it receives millions - some years tens of millions - in public research grant money. Some might question (and by some, I mean me), how it is a school can come to receive US taxpayer money while at the same time not only not allowing an ROTC program on campus, but also disallowing recruiters on the campus.
Perhaps the government could have found other universities to invest that money in; Universities that weren't (aren't) so patently hostile to the US military.
