From her clergy's point of view, she is a sheep who has strayed. I suppose the metaphor might be extended to say she has gone feral from wandering too far, but the shepherds must still try to retrieve her, if they can. They won't force her, but mustn't endorse her either. It's a tricky balance but that's what they must contend against.
