Based on history so far in Mid-East, the only serious check against Islamism is a secular military. The secular civilian government is not a match against Islamic rule.

This is why all the real military power is consolidated in the forces of the Islamic Revolutionary Guard. The regular Army is bigger, but the IRG has all the real firepower.
