N.Y. Democrat has been under scrutiny for months on various allegations
WASHINGTON - The Associated Press has learned that the House ethics committee has concluded that Ways and Means Committee Chairman Charles Rangel knowingly accepted Caribbean trips in violation of House rules that forbid hidden financing by corporations.

WASHINGTON — The Associated Press has learned that the House ethics committee has concluded that Ways and Means Committee Chairman Charles Rangel knowingly accepted Caribbean trips in violation of House rules that forbid hidden financing by corporations.
A congressional source familiar with the findings but not authorized to be quoted by name said at least four of members of the Congressional Black Caucus on the trips in 2007 and 2008 have been exonerated.
What will happen to him?
Removal from chairmanship?
Will he lose his vote?
Likely nothing at all.
It took forever to get Rostenkowski out.
Instead they have him attend a televised summit.

The story is developing, but one person this doesn’t help (aside from the veteran Harlem congressman, who already has one announced primary opponent, several other Democrats gunning for him and a GOP challenger) is Gov. David Paterson.
Rangel has been one of the embattled governor’s biggest defenders. Now they’re both officially on the ropes, it appears.
