I have read several articles on this, but have yet to read who designed it. Was it someone on the Pentagon’s staff? I assume the Pentagon has an in-house graphics group. Or did they farm it out to a contractor? If so, who or what? If it was farmed out, how much did it cost? What was wrong with the old one? Inquiring minds want to know.

In most military organizations, they get a committee together, solicit suggestions from members (sometimes they make it a fun contest), and then the committee gets some designs from the graphics shop or they outsource that part, then everyone votes on which one they like best.
That said, MDA is far from what I'd call a "fun" organization and it wouldn't surprise me at all if it is rife with obamabots.
