Actually, in Chicago this kind of thing gets people put in Federal Prison. There are scores of people in Club Fed, from both parties, who've been convicted of corruption or misuse of 'public funds' (campaigning while on the job).
US Attorney Patrick Fitzgerald (yes him) has been relentless in his pursuit of corrupt politicians. From City Hall to the State Gubmint, they're all shaking in their boots waiting for the next boot to fall, lackey to squeal, or Subpoena slipped under their door.
Fitz is the BEST thing to ever hit Chicago. Better than Eliott Ness or any IRS bookkeeper who got Al Capone.
