Water its not a right its a privilege No. Water is property and California wouldn't be having these problems if they treated it as such. Instead they have a classic tragedy of the commons situation.

Water is property and California laws give the 'property' owner the right to sell the 'property' to the highest bidder, as any good California 30+ year career water salesman will tell you. And even the governator can't change that. (or so he told Hannity).
