Why don’t the Japanese fish, whale and “research” in their own waters?

Why aren't they free to do those things in international waters as long as they aren't breaking any laws and they aren't? If you propose that they are breaking international laws, then you must believe in the validity of international laws.

Despite clear rules and legislation, commercial fisheries are still exploiting the legally protected Galapagos Marine Reserve,

I guess they thought this had something to do with it.

You raise a good point. In this case, the Japanese are still members of the IWC, no one is forcing them to remain a member.

The membership voted a ban on commercial whaling . If they wish to withdraw from the IWC your point would be valid.
