Solution to the problem? Buy more guns, practice using them, and be willing to use them if and when the time comes in an effective manner that creates an executive outcome in favor of the law-abiding, intended victim. Each one of us must become like an Irish Wolfhound - ready to kill the wolf/predator/tyrant at a moment’s notice with extreme prejudice and not feel guilt for doing so.
Put a serious bounty on them, dead or alive and see how quickly someone brings them in.
