Ahead of next week's White House health reform summit, Senate Majority Leader Harry Reid has signed on to a plan to try to resurrect the public insurance option in the Senate and signaled a willingness to use a 51-vote majority if needed to get it through.
Reid's announcement came as the White House went ahead with plans to craft its own health reform proposal ahead of the summit, a plan that could pass with 51 votes in the Senate, bypassing the threat of a Republican filibuster, according to Democratic officials.
But the moves by Reid and President Barack Obama toward using the procedural maneuver called reconciliation threatened to set off a revolt among Senate moderates, many of whom have expressed serious reservations or outright resistance to the idea.

House Republican leader John Boehner's spokesman, Michael Steel, added that "it would be baldfaced hypocrisy to continue hammering out the latest partisan backroom deal while preparing for a 'bipartisan' summit."
But Democrats argue that leaving the door open to reconciliation does not mean they are shutting it on Republican cooperation. Obama will present his plan to Republicans and ask for their ideas. And if they can come to an agreement on a proposal, reconciliation won't be necessary.
Obama's decision to lay out a proposal also satisfies a longtime request among Democratic lawmakers that the president publicly state his priorities.
"It's a smart strategy for the White House to indicate what the hell they want," said a senior Senate Democratic aide. "We've been trying to get them to do that for the last six months."

Tennessee has joined several other states in trying to pass a Health Care Freedom Act. NO COLAs for granny, retired Military or retired fed employees. BIG NEW fees for Tricare for Life retired over 65 Military's secondary health ins. (DOD bill already passed, delayed but goes into effect 2011)

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.

The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.
President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees in fiscal 2010, Matz said. We took them at their word, and I cant believe that a co-pay increase like this was allowed to go forward, he added.
