I hope you or someone you love is never killed by some careless fool distracted by their cell phone, quarter pounder w/cheese, or their CD player. Government is supposed to provide for the general welfare of its citizens and this is as good a place as any to be involved in.

There is no such thing as a General Welfare Clause in the Constitution, except for the 17 enumerated powers contained within.
It’s a State issue.

Are you sure you want to use that reasoning for this? That is the same exact logic that gets us a billion and one socialist Nanny State laws.
We already have laws on the books that can adequately deter this. Increase the penalty and stop adding to the reams of paper needed to print out our legal Code.
