From the article: “True to their institutional culture, the Marines have a lengthy set of instructions on how to treat detainees. The procedures were rewritten after a detainee died in 2003 while in Marine custody in Iraq. Now, at each stop, as the detainees are being transferred, they are examined to spot any sign of rough treatment.”

So this goes back to 2003. It’s also consistent with the new type of counterinsurgency thinking that General Petraeus and others have brought to the wars in Iraq and Afghanistan, which is based on getting the local population on your side.

Then I stand corrected. However, I see the spreading tendency to handle combatants as if they were merely common criminals....perhaps here more than in the actual theater of war. If Petraeus has instigated this policy, I will certainly accept it.
