One state should not have the power to allow some sort of pollution to escape their borders without another state being allowed a powerful method for redress of grievances. That's certainly a valid point otherwise you would have states using each other as dumping grounds. The burden of cost of clean up should not fall to the state which is getting dumped on.

Houston has traffic speeds controlled by the EPA even though the pollutants we have blow in from other areas outside of our control.
