News just said no flight plan was filed.

The flight plan probably wouldn't have been accepted if it said he was going to fly the plane into the IRS building...just a hunch... ;)

VFR flights not required to have a flight plan.

Flying into controlled airspace, not required either, just be under ATC control. . .i.e., establish radio comms and follow directions. . .ATC doesn’t REALLY control the aircraft.
