To instill economic growth [and the job creation that comes with it] private industry needs capital — and NOT via borrowing.

I would therefore be more in favor of repealing the 16th Amendment, abolishing all taxes on income, savings and investment and tax consumption in some way instead.

The mere likelihood of this being implemented would be a true stimulus to the economy.

Why not a requirement that wage earners dedicate a couple thousand a year into IRAs (withholding the same way social security is).

How about no requirements on my hard earned money? How about leaving me alone to deal with my life as I see fit?
