The only thing he refers identity theft too is the Mechanic feller.My question, also. If Haywood had said that, he would be undermining the case against Obama. He would have to tell us whose identity Obama "stole." Making up an identity from whole cloth, which he did, isn't "identity theft."

In a roundabout way he does. This arises from Obama having many identities (Dunham, Soetoro, Barry ?) that it invites mentioning him, not as a victim of identity theft but a perpetrator of identity fraud.
Think of it as enfilade fire.
