I doubt that Joe was that uninformed but even if he was, it was his responsibility to bring himself up to speed.

Yeah, a guy standing outside on his lawn suddenly is pulled into a national, presidential campaign and he's supposed to do a cram course (on his own) that prepares him for any and everything.
