Saying transit agencies need financial help, legislative Democrats announced a budget plan Friday that digs up extra cash for bus and rail in California while boosting the state general fund.
The proposal, to be heard at the Senate budget committee Tuesday, would allow local governments to establish a fee at the gas pump possibly a fraction of a penny or a few pennies per gallon.
Metropolitan areas could spend that money on transit to help comply with state greenhouse gas reduction requirements.
Democrats said they have not decided whether local governments could impose the fee on their own, or whether it should be put to a public vote first. Senate President Pro Tem Darrell Steinberg, D-Sacramento, said he'd like to let local leaders make that call for themselves, but "the probable political reality may not allow for that outcome."
The proposal is a response to bus agency desires for new local revenues that can't be swept away during state budget crises.

OMG! Grab your Heine’s and flee! Find your way to Arizona. Sheriff Joe will protect you.
I could handle Flagstaff or Scottsdale.
Not too hot.. I sweat profusely. :-)
Under this Administration, we’re all sweating. Election Day can’t come soon enough.
It does appear that even the CA state government realizes that taxing the “wealthy” will not increase tax revenue because business owners and entrepreneurs will simply move to places like Nevada and Texas. To find more revenue, the progressives are being forced to tax the middle class by these “non-progressive” taxes/fees. I wonder if CA will try to enact some form of state VAT as well. The only silver lining is that as increased taxes affects more people, the greater the anti-tax sentiment will become.
Time for another tax revolt CA!
The increased tax will not hit the real problem -- the welfare drones.
Oh, theoretically they will have to pay it, but the nanny state will just increase their welfare payments to make up for it.
