There has been plenty of years the outdoor ice races have been cancelled in the Netherlands because it was too cold too.
Since the Elfstedentocht (The Netherlands outside ice skating marathon) was organized into a competition in 1909, its only been held 15 times because of ice and weather conditions. Dutch natural ice conditions have rarely been conducive to skating. By 1962, indoor ice facilities were created so their athletes could train and compete year round. Because of the unpredictability of Dutch ice conditions, an event labled "Alternative Elfstedentocht" is held in countries like Finland, Canada, and Austria when conditions are optimal for such a race.
