I would add that any person caught having sex with a person not their spouse should be punished. Not discriminatory, it would apply to both homosexuals and heterosexuals.

Maybe so. And maybe this is where the distinction between morality and troop morale comes into play.
But from a morality perspective, I can’t judge the difference between a homosexual sex act and an act of adultery.
