a route to or way of access to; way of reaching or achieving something

They must leave the country and apply for citizenship like any other foreigner, starting at the end of the line. Period.

So what would you call that? Looks like a "pathway" to me...

John McCain, George Bush and Ted Kennedy were all against amnesty, but were earnestly for a "pathway to citizenship". So is Palin. Save your spin for someone else.
