It's a very peculiar story, evidentally no one has any idea precisely who was on site when the explosion occurred, so they still don't know whether everybody is accounted for.

I wonder if the accident may be due to a situation where the people were overworked and understaffed -- those are conditions conducive to terrible industrial accidents.

Would love to know the details of why the LEOs have declared it a crime scene.

Evidentally, we won't have a clue what transpired until they can search through ALL the wreckage. Also, I wonder if part of the problem in identifying casualties and/or missing is that there were lots of contractors and sub-contractors and sub-subcontractors at work on the new plant.

It is difficult to even guess what happened, were they hiring untrained workers?
