When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.
Considering that the November Election is 10 months away it is a toss up wither the Governor will schedule a special election considering the cost and the lack of funds.
The Governor is with in his rights to do it that way.
