SACRAMENTO, Calif. California plans to install a network of computerized monitors to measure methane emissions from regions that are home to dairy ranches, farms, landfills and other sources.
It will be the first network of its kind in the United States and will help the state take another step toward reducing emissions of the gases related to global warming.
By May, seven devices about the size of a personal computer will be placed in regions of the state where methane emissions are believed to be the highest. Those include the farm fields of the Sacramento and San Joaquin valleys and landfills in the Los Angeles basin.
"What we'll be able to do is to find the identity, the location and the strength of methane emissions within the state," said Jorn Herner, the scientist managing the program at the California Air Resources Board. "This is new and pioneering work."

By the way...the 2007 UN IPCC report says there have been no increase in worldwide methane emissions. As a matter of fact...they have gone down.

First thing I thought of here was Saul Alinsky and his bean-eating concertgoers.
What if they pinpoint an emmision, and it is coming up from a crack in the ground. Do they build a pipeline and make money off it, ignore it if they can’t find someone to punish for this outrage, or try to find some way to destroy this crack in the ground, preventing these emmisions from occuring?

CURRENT STATUS: Measurements of the total discharge of carbon dioxide (CO2) gas at the Horseshoe Lake (California) tree kill area range from 50-150 tons per day. For comparison, 110 metric tons of CO2 gas would fill approximately one million bottles of champagne.
CURRENT HAZARDS: Inhaling high concentrations of carbon dioxide gas can cause dizziness, unconsciousness, and death. It is hazardous to dig holes in and around areas where the trees have been killed by carbon dioxide gas. Natural collapse pits that develop on the northwestern shore of Horseshoe Lake as the lake level declines contain high CO2 concentrations - extreme care should be taken to prevent children and dogs from entering these pits or digging up loose soil that has been placed in the pits. Care should also be taken to avoid a crack 1-2 feet wide that extends from the lake onto the west shore. Do not lie face down on the ground anywhere near Horseshoe Lake or the tree-kill area.
High concentrations of carbon dioxide (CO2) in soil gas are killing trees on the flanks of Mammoth Mountain at the southwestern edge of Long Valley Caldera. First noted in 1990, the areas of tree kill now total about 170 acres in six general areas, including the most visually impressive tree-kill area adjacent to Horseshoe Lake on the south side of Mammoth Mountain. The soil gas in the tree-kill areas is composed of 20 to 90 percent CO2; there is less than 1 percent CO2 in soils outside the tree-kill areas.
