There has been only one other time in history that this kind of legislation was passed by the states and that was the repeal of prohibition.
Alex Jones is flat wrong. What it means is the states have the right to make a constitutional amendment which bypasses congress. In doing so the wording of these legislations sounds rather scary for a layman, because it says they have the right to do this because they are sovereign States. And then says something of the effect if the federal government does not accept these terms we(the States) have the right to dissolve the constitution. Which they do have the right.
