Been posted several times already ... consensus is that he’s having different cultures check the efficacy of the Kwell he uses for his nit problem. The Mayor seems to be craning her neck to get a better look at the quaff.

The Admiral is telling the Mayor to check the far back portion ... he had to sit behind the quaff on Airforce One and he thought he saw a few white specks.
He’s covering for his bow to the Saudi king... trying to make it look like a habit as opposed to obeisance...

I’m guessing it’s either a joke or he’s trying to shrug off the “bowing” flaps for posterity. So that when people bring it up, his flaks can say, “He bowed to everybody. He bowed to mayor of Tampa, fercryinoutloud!”
