Bill Gates was expressing his desires to tax Internet use in various ways--also an entry point to licensing users. The most prominent of wealthy people lean way to the left and against freedom on most issues. They want to rule the world and every individual in it. Various kinds of monarchy are still forms of centralized government and are akin to communism.
