Could a legal team pursue the release of these records through the individual states where the facility (Punahou, Occidental, Columbia, Harvard, etc.) is located instead of using a FOIA request? I’m sure some state judge somewhere would be willing to authorize a search warrant, considering the nature of the crime involved.

Just wondering.

Then again, why hasn’t some records clerk from one of those facilities tried to make a gazillion bucks by stealing and selling even one of these documents?
