This may be an attempt by Imanutjob to try to get someone to tip their hand. Also, given the instability in his country, he may be trying to generate an external confrontation to take the internal oppositions focus off his government. Don't forget: They have already executed two alleged opposition participants with supposedly more executions on the way.
