I have quite a few friends who are or married to one and gone to too many funerals of those killed by your heroes the gang bangers.

Why? Because they, gangs/criminals, like they have been since time immemorial, would be traced down by the community who are best able to identify them and kill them. Something that police now prevent. Police protect criminals from the citizenry.
