At first, there seems to be a bit of truth behind the implied point: If the negative consequences of immoral sexual behavior fell equally on the sexes, people would act differently.

However, that doesn’t hold up. The negative consequences of immoral sexual behavior fall disproportionally on women, and yet, women continue to participate. This suggests a short-circuit in the decision-action loop that would not be overcome if the incentives were distributed differently.
