It is not clear if the man was running away because of the effects of the pepper spray.

Sizer said she’s been told by the Portland Fire Bureau that the pepper spray used was water based and was not an accelerant. She said it did not make matters worse but that the use of the spray was regrettable.

OMG, guy's on fire and here comes the police with a cannister of pepper spray! It's really hard to maintain my composure here.

Nope matters were just about as bad as they were going to get with a man determined to flambe himself on a public street. I seriously doubt that he even knew he was pepper sprayed, you know with being on fire and all. I am just very grateful that he was not able to do the harm to others that he had in mind.
