No, Franklin was referring to the Republican form of government. The well armed lamb would be the minority in government with all its tools at its disposal to ensure that the majority does not simply jam legislation down its throat as opposed to a parlimentary form of government where the minority has no power. Power such as the fillibuster, while not in the constitution goes way back in the Senate rules and IMO is in the spirit of the constitution.
